This summer came 10 years since Nato stopped bombing Serbia. Agreement was made that Serb forces leave Kosovo and the province will be administrated de facto international protectorate by UN being however under sovereignty of Serbia (UNSC resolution 1244). So ten years has gone, the province declared independence and EU is now implementing its agenda after UN's modest try – or better say failure. As my picture about Kosovo is much more negative than high flown UN/EU reports a small update about Kosovo case is justified. From administrative point of view Kosovo is total mess-up. EU started its huge rule & law mission late 2008 under UN umbrella. Besides UN/UNMIK and EU/EULEX there is also other players twisting arms who is leading the international protectorate. The 29 July early parliamentary elections in Moldova swept Europe's last ruling Communist party from power by pro-EU opposition parties. With 98.3 percent of votes counted, the Communist Party won 48 seats in the 101-seat Moldovan parliament and the four opposition parties collected 53 seats. One thing which concerns me with today's media coverage from Afghanistan and Iraq is that only military aspect is highlighted and regular headlines are informing mostly (western) military casualties. From my point of view capasity building by civilians would bring sustainable solution. This is not easy, mistakes occur as one can read below - but right approach might create circumstances where people in beneficiary country could see US and EU as practical partner instead of colonialist administrator or mastermind. When the project is made like desk plan in Washington or Brussels with some cooperation with state’s central government there always is a risk of more or less big gap between beneficiary needs and centralized aims. Revolution in Iran seems to happen only in western dreams and media. Protests took place only in Tehran and a few large cities and are now nearly disappeared. Smaller towns and rural areas have been very quiet whole the time after elections. The opposition may not yet have been defeated, but the problems are much deeper than calming the streets. The struggle inside ruling elite is continuing and one could estimate that Iran’s political system is now undergoing a major crisis of legitimacy over allegations of a fraudulent presidential elections. So revolution is postponed in this still theocratic state. Iran is one of the oldest existing civilizations on globe, its population is well educated young and big and it owns huge energy resources so the country can have sustainable success also in future as regional superpower.
