BTW MIC Still Rules

After recent failure to reach agreement on treaty for international arms trade the UN Secretary-General Ban Ki-moon wrote article ”The world is over-armed and peace is under-funded” (August 28, 2012). The main idea is in his article headline and article contents lot of good intentions and initiatives for peace development too. However I would like to bring up only one hard fact mentioned there. And here it is:
Last year, global military spending reportedly exceeded $1.7 trillion – more than $4.6 billion a day, which alone is almost twice the UN’s budget for an entire year.
The fact above describes that Military-Industrial-Complex (MIC) – especially in U.S. - still rules the world. Global military industrial consumption represents a few percent of GDP and is still rising. U.S. share of the cake is about 40%. The international community still is willing to invest hundreds of times more to the war than peace. MIC is a concept commonly used to refer to policy relationships between governments, national armed forces, and industrial support they obtain from the commercial sector in political approval for research, development, production, use, and support for military training, weapons, equipment, and facilities within the national defense and security policy.

Even academia is in tow, with about 350 colleges and universities agreeing to do Pentagon-funded research. In Academic world neuro-weapons and diverse applications of numerous branches of research – such as the software guidance systems, general communications networking systems and robotics technology - that blur the distinctions between government, military, and medical, technological and scientific research.
MIC is not only weapons, their development and use, energy companies are one key sector nowadays. The wider picture is that U.S. tries to implement its Silk Road Strategy (SRS) by securing control over extensive oil and gas reserves, as well as “protecting” pipeline routes and trade on Eurasian corridor. This militarization is largely directed against China, Russia and Iran. More about SRS in my article “Is GUUAM dead?

Amid all this waste the Pentagon spares no effort to keep the media on its side, both in the US and elsewhere. The military allocated at least $4.7 billion this year to “influence operations” and has more than 27,000 employees devoted to such activities.
War activities are producing high quarterly bonuses for owners of military-industrial-complex. Peace work has an opposite problem - it is not profitable, While global military spending is at least $ 1.7 trillion, the OECD Development tries to manage with some 100 billion, Peace work overall gets some 6 billion and 0.6 billion goes to conflict prevention. Peace Research, could help prevent conflicts, but development of tools for killing is much more lucrative. Against one peace researcher, is estimated to be more than 1100 researcher for weapon (and their use) developers.
The difference in what countries are prepared to invest in weapons and their use is huge compared to what they use for example, poverty elimination and economic development in developing countries. And just poverty is one of the causes of violence.

Some – Believe or not - Trivia
  • Congressional Research Service (CRS) Report as of June 2009 in Afghanistan/Iraq theatres operated 73,968 private contractors; included were familiar names like Kellogg, Brown and Root, Fluor Corp, Lockheed Martin and hired guns like DynCorp and Xe (formerly Blackwater USA)
  • U.S. spending in Iraq 2003-2006 was 1.4% civilian, 98.6% military
  • In Afghanistan, one gallon oil costs the invading troops $ 400 and annual expenditure of one soldier is almost one million US dollar according to a recent statistics.
  • U.S. intelligence officials have concluded there are only about 100 al Qaeda fighters in the entire country. With 100,000 troops in Afghanistan at an estimated yearly cost of $30 billion, it means that for every one al Qaeda fighter, the U.S. will commit 1,000 troops and $300 million a year. (Ok there is Taliban too but if I remember right the justification for operation was al Qaeda)

Multifaceted Intervention Practices


For years the EU has outlined a common foreign, security and defense policy (CFSP, ESDP) and has even created the EU battle troops (EUBG) and established its own European External Action Service. However recent developments in Libya once again clearly showed the insignificant role of these EU activities. One could ask, if those new systems really are needed or could it be better for EU to go backwards redusing it to focus to the original visons and structures of the European Coal and Steel Community and European Economic Community (ECSC and EEC).
Somehow it was characteristic, that while United Nations and the EU were deciding their statements for Libya, the British and the Americans special forces had been operating there already for at least three weeks preparing military intervention. Wheter the intervention really was needed is a bit unclear for me. William Bowles gives one view about this inervention in his essay Kosovo Revisited (kind of) :

It (intervention) started life with well-placed atrocity rumours, created by ex-Gaddafi sidekicks that got the whole ball rolling. A classic Kosovo move: plant fake stories of ethnic cleansing and genocide by the Serbians (all the while arming the fascist Kosovo Liberation Army, who had been committing atrocities and funding their operations from the heroin trade), then send in NATO and bomb the shit out of the natives.
Essential in any case from my point of view is that the preparation of military intervention, the decision-making and the execution itself took place outside the structures of the EU which was totally bystander during the whole process.
Interventions and wars have their own logic and its own motivations behind brave EU statements. In my previous article Libya Intervention is creating problems instead of solving them I described some motivations of intervention. Recently The Guardian gave a disgusting example from Afghanistan related to intervention practice on the ground. Officially international community and ISAF troops are building administrative capasity for Afghanistan, spreading there also democracy and other Western values. How this works at grassroot level – here an example from the Guardian related to new type of sports activities:
An American soldier has pleaded guilty to being part of a "kill team" who deliberately murdered Afghan civilians for sport last year. Army Specialist Jeremy Morlock, 23, told a military court he had helped to kill three unarmed Afghans. "The plan was to kill people, sir," he told an army judge in Fort Lea, near Seattle, after his plea. Morlock detailed how he and other members of his Stryker brigade set up and faked combat situations so that they could kill civilians who posed no threat to them. Four other soldiers are still to come to trial over the incidents. This week the German magazine Der Spiegel published three pictures that showed American soldiers, including Morlock, posing with the corpse of a young Afghan boy as if it were a hunting trophy. Some soldiers apparently kept body parts of their victims, including a skull, as souvenirs.
No wonder that local population in Afghanistan wants more or less to get rid of foreign "helpers" and Libya does not want (Western) "humanitarian" intervention either. The intervention has many forms and some of them appear to be relatively distant from official high flown ideals.

Will Negotiation Slot for Kosovo be used?

When UN made new Kosovo related decision on September 2010 it was believed that resolution would enable a dialogue for resolving this frozen conflict. With minimal preconditions new direct talks between Belgrad and Pristina and a possible deal between local stakeholders could open the way for sustainable solution. However resent events have have resulted in stalemate: President of separatist Kosovo government resigned and dissolution of the government itself have put the focus in Kosovo on next elections which will be held in December 2010. Meanwhile also Serbia starts soon preparations for its next next elections, due by spring 2012.

Thus there is a narrow negotiation slot between the time when a new Kosovo government takes office and to end successfully before the Serbian election campaign makes any compromise impossible. The core question is if there is political will to start talks with the aim of reaching as comprehensive a compromise settlement as possible.

Serbs and Albanians have been in negotiations and talks half a dozen times over the past two decades - from the tentative efforts of the 1990s to the doomed talks in Rambouillet, France, in 1999 and the later “status” talks between 2005 (Ahtisaari's pseudo-talks) and 2007 (“Troika” led talks). None of these has led to tangible results and left outsiders imposing an outcome, be it NATO intervention or proposing the Ahtisaari plan.

The original or better to say official aim of international community was to build “standards before status”, on 2005 the task was seen impossible so the slogan changed to “standards and status”. Even this was unrealistic so Feb. 2008 “European”standards were thrown away to garbage and “status without standards” precipitately accepted by western powers. For international community I don’t see any success story with this backward progress. Thus the multi-ethnic idea is far away despite EU’s billions. The remaining Serbs in Kosovo are barricaded into enclaves keeping their lives mainly with help of international KFOR troops or in de facto separated Serb majority region in North Kosovo. This has changed former multi-ethnic province more mono-ethnic one.


New elements in new talks

The new situation has forced also International Crisis Group (ICG) to admit the defeat of its Kosovo policy recommendations during last decade. ICG has acted as informal extension of U.S. State Department however pretending to be neutral mediator and think tank. During earlier “status” negotiations 2005 it endorsed preconditions before talks and afterwards supported sc Ahtisaari plan. Now in their new analysis ”Kosovo and Serbia after the ICJ Opinion” ICG sees Kosovo's partition with land swap one of possible solutions during coming talks between Belgrad and Pristina. ICG notes that Pristina will not accept partition but gives some hints it might consider trading the heavily Serb North for the largely Albanian-populated parts of the Preševo Valley in southern Serbia. The (dead) Ahtisaari plan and expanded autonomy for North Kosovo are the other two conceivable solutions according ICG.

The fact on the ground is that northern part of Kosovo is integrated to Serbia like it always has been, as well those parts south of Ibar river, which are not ethnically cleansed by Kosovo Albanians. Serbia still runs municipalities, courts, police, customs and public services, and the EU Rule of Law Mission (EULEX) has been unable to deploy more than a token presence there.

Besides the status, autonomy degree of Northern Kosovo (or its also formal integration with Serbia) the third key question during planned talks is the security of the Serbian Orthodox Church’s most venerable monasteries and churches. The Church, fearful of a repeat of the March 2004 mob violence that left many religious sites in smoking ruins, wants more than extensive protection promised in the Ahtisaari plan; extra-territoriality, treaty guarantees and protection by an international force after NATO-led peacekeepers (KFOR) leave could be solution.

However question of returns seems not be in priority list any more. During Nato bombings some 200.000 Serbs and some thousands of Roma were expelled from there to northern Serb-dominated part of province or to Serbia and due the security problems or economical reasons they have not returned or are not even planing to come back to their (destroyed) homes.


Kosovo or EU

European Union must be united in its demands that Serbia must first recognize Kosovo as an independent country if it is to be granted membership, suggest Martti Ahtisaari, Wolfgang Ischinger and Albert Rohan. “Only a united position of the European Union, combined with the statement that Serbia’s membership in the European Union is impossible until this problem is solved in its entirety, could result in a change of positions, both among ordinary Serbs and within their government,” write the three diplomats. The three also warn that the current calm in Kosovo is not sustainable until Serbia is forced to recognize Kosovo. “No one should be deceived by the current relative calmness in Kosovo. The last tragedies in the Balkans have shown that unresolved problems sooner or later turn into open conflicts,” write the diplomats. (Source Serbianna)

I have my – not so well-disposed - opinion about Mr. Ahtisaari and his negotiation skills related to Kosovo. Instead repairing his earlier mistakes EU in my opinion should start to distance itself from U.S. cowboy policy. Now many Europeans realize they were hoodwinked into recognizing Kosovo’s independence on the pretence it would resolve problems and bring peace – it didn't happen; a new approach is needed.


Would Serbia be prepared to trade sovereignty over Kosovo for membership of the EU? Not according to a Gallup poll in which 70% opposed the suggestion that Serbia relinquish its claim over its southern province in return for joining the EU. About the same proportion felt that Kosovo ‘has to remain a part of Serbia’ and said that Serbia would never recognise Kosovo. At the same time, a relative majority of 43% seemed resigned to accept that Kosovo would be independent one day, regardless of what Serbia did to prevent it. In other poll a total of 74.5 percent Kosovo Albanians supported the idea of forming a single state which would be inhabited by ethnic Albanians, and 47.3 percent believe this ambition would be realized soon. Albanians today also live in north-western Greece , western Macedonia , southern Serbia and southern Montenegro.

From other side Kosovo cannot even begin the EU accession process because five EU member states do not recognise its independence.


What's the local opinion

A Gallup survey revealed growing disillusion with the new status among those who had been so hopeful. When Kosovo declared its independence from Serbia in February 2008 there was great optimism among the territory’s ethnic Albanians, if not among ethnic Serbs. Although three-quarters of Kosovo Albanians said they felt independence had been a good thing, this was considerably fewer than the 93% who had greeted the unilateral declaration of independence in 2008. Ethnic Serbs, meanwhile, became yet more convinced that independence had been a mistake: 80% said it was a ‘bad thing’ in 2009, compared to 74% a year earlier.

Despite being less positive in 2009 that Kosovo's independence was a good thing, almost half (48%) of Kosovo Albanians said things in the country were going in a good direction. Hardly any Kosovo Serbs agreed that the country was going in a good direction (2% vs. 86% who disagreed).


Doubts also grew within both communities about the possibility of peaceful coexistence. In 2008, over seven out of ten Kosovo Albanians had said that they could live peacefully with ethnic Serbs. This fell to six out of ten in 2009. Kosovo Serbs, always sceptical on the question, became even more so: in 2008, 17% thought peaceful coexistence was possible, but by 2009 this had shrunk to 12%. In Kosovo, meanwhile, the International Civilian Representative and EU Special Representative has a thankless task: neither of the territory’s two largest ethnic groups is convinced of the benefits of an international presence. In the 2009 Gallup poll more ethnic Serbs and ethnic Albanians saw no need for an International Civilian Representative/EU Special Representative, rather than thought it necessary. A considerable number of ethnic Albanians nevertheless expressed support for the work being done by the EULEX mission for maintaining stability and security in the disputed territory. Kosovo Serbs, by contrast, were dismissive of its role.


The bottom line

The international community should facilitate as complete a settlement as is possible, leaving it up to the parties themselves to decide how far and in what direction they can go to achieve sustainable compromise. According ICG “The most controversial outcome that might emerge from negotiations would be a Northern Kosovo-Preševo Valley swap in the context of mutual recognition and settlement of all other major issues”. As I have propagated this outcome as pragmatic solution for years I have nothing against to this result, at least it with nearly all aspects is better than situation today and prospects for future. On the other hand stagnation with Kosovo case paralyses regional progress too.

A slight risk – according some international observers - may be that border changes could provoke mass migration by Kosovo Serbs now living south of the Ibar, as well as destabilizing separatism in neighboring Macedonia and Bosnia-Herzegovina. However from my viewpoint migration from enclaves is already ongoing, Macedonia has developed practice to copy with separatism and Bosnia is destabilising due internal reasons without outside help.

Officially (UNSC resolution1244) Kosovo is international protectorate administrated by UN Kosovo mission, practically it is today a pseudo-state with good change to become next “failed” or “captured” state. This time (hopefully and finally) real talks between local stakeholders with unpredicted but possible compromise can end this frozen conflict, but “negotiation slot” is time-wise narrow and should be started to use this winter. Failure to negotiate in the next months would probably freeze the conflict for several years, as the parties entered electoral cycles, during which the dispute would likely be used to mobilize nationalist opinion and deflect criticism of domestic corruption and government failures.

Is Peace more than absence of the War?

Ironically The International Day of Peace occurs annually on September 21st ironically on 21 September 1980 Iraq launched a full-scale invasion of Iran, which was the beginning of an 8-year-long bloody war between the two countries. International Day of Peace is also a Day of Ceasefire so a simple definition for peace could mean absence of the war. In my opinion it should be more, it should have more ambitious aims and ideals. I call this value added peace with term “quality peace”. Some aspects of this context may clarify what does this term signify.


Peaceful conditions may reflect totalitarianism

Peaceful society with low crime records (excluding state-terror which is not recognized as crime) can same time be a totalitarian state based to fear. Totalitarian dictatorship can limit its dominance to enslavement of citizens inside their country (Myanmar could an example) but it can be seen also as thread to other societies and this can erupt as violence even war (like peaceful North Korea).


Stability can also be bought by some economical benefits or it can be brought by foreign military force. In both cases real conflicts can be hidden from sight, however sustainability may be questionable.


Frozen conflict


We must recognize the chief characteristic of the modern era--a permanent state of what I call violent peace. (Admiral James D. Watkins)

A frozen conflict can give an illusion of permanent peace. Events in Balkans give a good example. After bloody war in Bosnia Dayton agreement brought peace. It was possible because before Dayton the war (1992-95) had almost finished ethnic cleansing/transfer of populations so drawing new administrative boundaries according ethnic groups was not big deal. Even in this context peace deal hardly can keep artificial “state” together – it can disrupt any time. (More Bosnia collapsing?)

Other example about frozen conflict is Kosovo. One can show from statistics that also in Kosovo prevails peace. Why, not because there is multi-ethnic and tolerant society, but because other than Albanian ethnic groups were kicked out to enclaves, north Kosovo or totally out from province. Former Serbian province is now international protectorate where northern part continues to be integrated with Serbia as it always has been and southern part has some delusion about independence. If the status of Kosovo can not be agreed between Pristina and Belgrade there is a possiblity that today's pseudo-state may become next “failed” or “captured” state.

Other quite stable but however frozen conflicts one can mention Abkhasia, South Ossetia, Nagorno-Karabah and Transdnistria.


Defending peace with cluster bombs

Most independent states suppose that peace can be kept with help of credible army; some countries believe that an attack is the best defence. The bigger countries feel more secure when they keep contol in their sphere of influence, with military force if needed. The real superpower may have strategic concept that the whole world is her sphere of influence so e.g. U.S can freely attack anywhere on the globe – to secure peace.

The used operational chart with last big conflicts has been following:

1st creating imaginary thread (Iraq/WMD, Afghanistan/Taliban, Balkan Wars/ethnic cleansing...),

2nd destroying the enemy by cluster bombs, depleted uranium war heads, contract killing, torture etc.,

3rd bringing democracy and stability in form of puppet governments and ousting local more or less selected authorities.

Official high flown statement of course are speaking humanitarian intervention, peace enforcement, defending democracy etc to hide real motivations.


Money talks, peace is bystander

The bottom line


While military contractors are looking for new markets, the Pentagon is seeking a new mission. Investigative journalism, non-governmental organizations, humanitarian activist groups and groups having opposing political view can find the real motives behind aggressions which are destroying or planning to destroy peace. However the MIC is dominating mainstream media and the initiative is on the side of aggressor, peace activists so far are more reacting to events.

Peace is only defensive victory, the real aim should be more e.g. what I call as quality peace. Instead of brokering a peace deal quality peace is longer, deeper and holistic approach. Instead of tactical manoeuvre made by force and by outsiders it is process implemented by mostly local stakeholders through dialogue, through acceptance or at least tolerance of differences. The only way for quality peace is through motivation or at least commitment of individual, clan, community, ethnic groups, wider society or state to resolve conflicts by peaceful manner instead aggression by warmongers and profiteers with manipulated vision of security and defence.

Kosovo: Two years of Quasi-state

US recognition of severed Kosovo province was a serious mistake, leading to an escalation of tensions, instead of calming down the situation in the Balkans ... consensus boils down to the fact that nobody knows where Kosovo is” (John Bolton)

"The recognition of Kosovo was premature and conditioned by great pressure from the former American administration"... "Today, we can see that two-thirds of the international community does not recognize Kosovo ... this shows that we are talking about a grave mistake" (Gerhard Schröder)


Two years has gone since Kosovo Albanians declared their independence from Serbia. However calling to Kosovo needs country code 381 – which is Serbia – or by GSM 377 44 (via Monaco Telecom) or others via Serbian operators. This because as at this time, Abkhazia, Kosovo, Transnistria, Somaliland, South Ossetia and others are not in the ISO 3166-1 standard due the absence of recognition by the United Nations. Situation is one minor example about Kosovo “statehood”. Besides formalities – like that the province is administrated as international protectorate by foreign powers – the on the ground status is more complicated and even going more far away from drawing board ideals of Washington and Brussels.

Those who supported Kosovo independence said that Kosovo was unique case and not precedent thousands of ethnic or separatist movements around the world made other conclusion – Abkhasia and South Ossetia came first from the “Pandora box” which Kosovo opened. To limit the degree of damage it is time to restore international forums and law.


Legal aspect

From legal aspect the Nato bombings and later orchestrated unilateral declaration of independence (UDI) of Kosovo Albanians were against international law and violation of the UN Charter, Helsinki Accords and a series of UN resolutions including the governing UNSC resolution #1244. Officially Kosovo is international protectorate administrated by UN Kosovo mission. Now the case (UDI) is in International Court of Justice and its statement is expected Mid 2010. Whatever - depending point of view - status Kosovo has, the province is de facto administrated by international community. However the administration is still in full chaos because there is administrators more than enough. 1st (not order of authority) we have European Union Special representative (EUSR) who is double hatted as chef of International Community Office; 2nd we have Head of EU Commission liaison office; 3rd we have EULEX mission; 4th there is KFOR troops including Europe's second largest Nato base, 5th international administrator is from UN side - SRSG as Head of UNMIK mission. All these administrators and other supervisors like OSCE, Quint etc - are playing in the same sandbox wondering who is doing what and where. In addition in Kosovo is also local stakeholders like separatist governments institutions in areas habitat by Albanians and parallel Serb institutions in areas habitat by Serbs. The fact on the ground is that northern part of Kosovo is integrated to Serbia like it always has been, as well those pats south of Ibar river, which are not ethnically cleansed by Kosovo Albanians. Between ethnic groups a huge operation of international community is going on with its foggy ideas.


Refugees and unrealized returns

The refugee and IDP (“internally displaced persons”) question is of paramount importance in Balkans. In Serbia the refugee problem came when Serbs were expelled from East Croatia and Croatian Krajina. The IDP problem is a follow-up of Kosovo conflict when some 200.000 Serbs and some thousands of Roma were expelled from there to northern Serb-dominated part of province or to Serbia. During Nato bombings also Kosovo Albanians – about 700.000 – escaped from the province but most of them have returned back. Most of Montenegro refugees – 16259 – fled from Kosovo. Nearly all of Serbia’s IDPs fled also from Albanian majority parts of Kosovo province. Despite EU's nice ideas about multi-ethnic Kosovo and implementation of housing and other return programs only a fraction (few per cent) of Serb IDPs have returned to Kosovo after ten years of international administration while majority of Kosovo Albanian refugees returned during last half of year 1999.

To table below I have collected the numbers of refugees and IDPs in western Balkans; the sum total includes also asylum-seekers, stateless etc. persons. As source I have used UNHCR report 16thJune 2009 and “Internal Displacement in Europe and Central Asia” report made by UNCHR and The Internal Displacement Monitoring Centre (IDMC), established in 1998 by the Norwegian Refugee Council.

The table above is maybe surprising to those who have the picture – made by western mainstream media – in their minds, that (only) Serbs were making ethnic cleansing. In reality today the Serbs are the biggest victims of Balkan wars. (More in my article Forgotten Refugees – West Balkans”).

Failed post-conflict reconstruction

The new report made by Minority Rights Group International (MRG) gives a bare picture about worsening situation of minority rights in today’s Kosovo. Instead to return to their homes after ethnic cleansing implemented by Kosovo Albanians after Nato intervention 1999 minorities are beginning to leave Kosovo, because they face exclusion and discrimination.

One of the cruellest example of failed post-conflict reconstruction is the case of Roma children living in UN camps in North Mitrovica, Kosovo. So far 81 has already dead after ten years suffering in United Nations Camps for Internally Displaced Persons (IDPs), living in place which is described the most toxic site in Eastern Europe. Their case gives another perspective related to “humanitarian intervention” implemented by Nato and to international administration implemented afterwards and backed with billions of Euros EU financing. Despite huge EU programmes and reports singing their praises the progress in Kosovo has been modest if not non-existing. Kosovo faces major challenges, including ensuring the rule of law, the fight against corruption and organised crime, the strengthening of administrative capacity, and the protection of the Serb and other minorities. The focus of international state-building efforts in Kosovo has been predominantly on political and security issues, and since 2008 in particular the rule of law. The long-term challenges are however related in general first to conflict between international law and present status and second to poor state of Kosovo's economy. Today's EU rule & law mission – Eulex – does not address either of these challenges.

Kosovo highlights the fact that states and international organisations intervening in post-conflict situations should be realistic about what socio-political change they can actually achieve. Despite huge resources and strong mandate international administration can fail if the situation analysis is combination of false supposition and actions based to high flown drawer desk plans. The state-building process can also cease due pressure. This was evident in Kosovo when the eruption of violence in March 2004 pushed the international community towards addressing the status question and throw earlier “standards before status” principle to litter box. Insignificant economic base and remarkable social challenge

Official statistics from year 2008 shows that export from Kosovo amounted about 200 millon Euro while import increased to 2 billion Euro, which makes trade balance almost 1,800 million Euro minus. If export is covering some 10 percent of import so from where is money coming to this consumption. The estimate is that when export brings mentioned 71 million Euro the organised crime (mainly drug trafficing) brings 1 billion Euro, diaspora gives 500 million Euro and international community 200 million Euro.

In 2007, more than 40 percent of contributes to direct tax revenues and sustains the delivery of public services Kosovo’s GDP was made up of foreign assistance, remittances and foreign direct investment – mostly privatisation proceeds and the issuing of a second mobile phone licence. All of these outside contributions are likely to decline substantially as a consequence of the global financial crisis, with dire consequences for Kosovo’s budget.

Kosovo has Europe’s youngest and fastest – growing population. Yearly 30,000 more young people enters working age than the number that leave labour markets which due Kosovo's poor economy can not absorb them. Same time the education system is poorly governed, poorly resourced, and prone to corruption. Hardly any of the 30 private universities in Kosovo, for example, have met accreditation criteria (BritishAccreditationCouncil2008), and with few exceptions they provide sub-standard education. This leaves a whole generation of Kosovars without marketable skills and with very limited economic perspectives – at least legal ones.

The poor state of Kosovo’s economy combined to demographic challenge is likely to fuel a range of security threats, such as illegal trafficking, migration, and organised crime.

Organised crime

Links between drug trafficking and the supply of arms to the KLA (Kosovo Liberation Army) were established mid-90s. In West KLA was described as terrorist organization but when US selected them as their ally it transformed organization officially to “freedom” fighters. After bombing Serbia 1999 KLA leaders again changed their crime clans officially to political parties. This public image however can not hide the origins of money and power, old channels and connections are still in place in conservative tribe society.

In some other important drug transit zones trafficking is reflected in high levels of violence but not in Balkans. UN report explains this that good links between crime organizations and commercial/political elites have ensured that Balkan organized crime groups have traditionally encountered little resistance from the state or rival groups. To keep fragile situation calm (western) international community don't interfere criminal activities leaded its former allies.

The real power in Kosovo lays with 15 to 20 family clans who control “almost all substantial key social positions” and are closely linked to prominent political decision makers. German intelligence services (BND) have concluded that Prime Minister Thaçi is a key figure in a Kosovar-Albanian mafia network. Two German intelligence reports - BND report 2005 and BND-IEP report Kosovo 2007 - are giving clear picture about connection between politics and organized crime; both reports can be found from my document library under headline Kosovo.

I have earlier described circumstances in Kosovo with “Quadruple Helix Model” where government, underworld, Wahhabbi schools and international terrorism have win-win symbiosis. (More in “Quadruple Helix – Capturing Kosovo”) In general there is expectations that Kosovo is sliding to be a “failed state” I am however tending to the opinion that a “captured state” is better definition.

War crimes

The present day circumstances are shadowed also by the fact that most of the war crimes committed 1999 are still unsolved. On the other hand the situation declares null and void the efforts for multi-ethnic society, on the other hand it prevents transformation of Kosovo-Albanian political field from tribe level more democratic practice. For today's politicians war crimes are important to keep non-existing due the imago reasons or because they now are part of regular (illegal) business. Occasionally some details pop up like it was case with organ trafficking (More in “New Cannibalism in Europe too?”)

The actions of the Nato campaign 1999 are quite well documented but despite bombings were against international and war crimes committed no trials has been made. Nato planes destroyed 4 % of its military targets during bombing – partly because for avoiding own casualties they launched missiles so high that could not make difference between wooden decoys and real weapons. Instead of military targets the main damage was made against civilian targets such as destroying an embassy (China), a prison (Istok), three column of Albanian refugees (81 dead March 13th and 75 April 14th), radio-tv station (Belgrade, 16 civilians dead), a passenger train (Grdelica bridge, 14 dead), also a number of infrastructure, commercial buildings, schools, health institutions, cultural monuments were damaged or destroyed. Some 2.500 people (mostly civilians) were dead, material civil infrastructure damage is estimated to be some 30 billion dollars. (More e.g. in “10th anniversary of Nato's attack on Serbia”)

Kosovo is still suffering of some consequences of Nato’s 1999 bombings such as the effects of the use of depleted uranium (DU) on the civilian population. The Nato allegedly used shells with depleted uranium which are still today causing an increase in the number of cancer patients. (More from article Use of Depleted Uranium proved in Nato bombings”)

Epilogue

The outcome today in Kosovo is a quasi-state with good change to become next “failed” or “captured” state if international community does not firm its grip in province. Today’s Kosovo is already safe-heaven for war criminals, drug traffickers, international money laundry and radical Wahhabists – unfortunately all are also allies of western powers.

From my viewpoint the only way to get sustainable solution to Kosovo is through real negotiations between local stakeholders. To get start of real talks US should freeze or withdraw its recognition of Kosovo UDI; otherwise it takes too long time for Kosovo Albanians to find out that some negotiated outcome ? be it cantonization, partition or whatever agreed - could be better than status quo. The readiness to open new talks over status question may be increasing. I quote Gallup

The latest Gallup Balkan Monitor survey conducted in September 2009 showed Kosovo Albanians are less positive toward independence. Seventy-five percent of Kosovo Albanians said independence was a good thing, down from 93% who said so in 2008. One in five Kosovo Albanians said they did not have an opinion. Furthermore, in 2009, 80% of Kosovo Serbs believed that independence was a bad thing, statistically unchanged since 2008.

When time runs so I think that more and more local population would like to un-freeze conflict and concentrate to issues that matters.

Of course if US wants keep one frozen conflict more in world and if EU is ready to squander more billions of euros for its capacity building efforts nothing needs to be done. (More e.g. in “Kosovo-update”)
